These platforms handle three distinct jobs. The first is the user-facing banner (accept, reject, or manage preferences). The second is blocking non-essential scripts before a visitor consents. The third is the compliance record, a timestamped log you can produce during an audit.

GDPR, CCPA, CPRA, and similar laws require informed, documented consent before placing non-essential cookies. A cookie consent tool turns that legal requirement into a manageable one-time setup. Without one, every analytics tag, ad pixel, and third-party tracker fires unconditionally. Per-domain pricing (Cookiebot, CookieYes, Cookie Script, iubenda, Termly) is the most common model and the most punishing at scale. Cookiebot charges $8 to $96 per domain per month depending on traffic; CookieYes charges $10 to $55 per domain per month. Running five domains on CookieYes Ultimate costs $2,750 per year.

Two traps deserve attention. Cookiebot’s plan auto-upgrades when a site’s subpage count crosses a tier threshold, and it counts each subdomain as a separate domain. Session- or visitor-metered pricing (CookieHub, Osano, Enzuzo) is predictable on a single site, but it can surprise agencies when visitor volumes spike.

Flat-capacity pricing (Consently) bundles a set number of domains and pageviews at a fixed annual price, which makes multi-site cost predictable. The pricing-model differences are the single biggest driver of total cost over time.

A free tier, and what “free” actually costs

The free-tier reality splits three ways: a genuinely useful free-forever plan, a stripped freemium teaser, or trial-only access. Eight of the eleven tools here offer a free-forever tier, each with its own caps:
